En la Cuenta Pública de este miércoles, el mandatario afirmó que “uno de los pilares de nuestro programa de Gobierno es la creación de una Empresa Nacional del Litio y hoy reafirmamos este compromiso” . Precisó que se desarrollará, de manera intersectorial y con participación de las comunidades, una “propuesta que garantice a las futuras generaciones energía limpia y sustentable para Chile y nuestro planeta”.

En conversación con Radio y Diario Universidad de Chile, el académico Gonzalo Gutiérrez afirmó que “es una muy buena noticia, es una buena medida en términos que reafirma lo que dice el programa del Presidente Boric”.

Indicó que en su programa de gobierno, “es bastante claro en materia de minería. Se trata de una nueva minería que sea sustentable, que tenga respeto por las comunidades y que ponga los minerales en la cadena de valor aguas abajo, es decir la manufactura de estos minerales dejarlos de vender como materia prima”.

En esta materia, el experto afirmó que existen tres pilares que se deben considerar para la explotación de este mineral. En primer lugar, implementar una “nueva gobernanza en salares que se refiere a que el litio es una minería muy diferente de la minería en roca. Es una minería en salares que se parece más a la pesca. La legislación chilena y las instituciones no están adecuadas para fiscalizar y regular este tipo de acciones y por lo tanto, se necesita una nueva gobernanza y una nueva institucionalidad para ordenar lo que hay de una manera mucho mejor”.

El segundo pilar, destacó Gutiérrez, es “dotar al Estado de conocimientos, recursos humanos, ciencia y tecnología sobre el litio y salares. Hoy los que más saben sobre litio y los salares son las empresas privadas y ustedes entienden que es un asunto estratégico como es en el litio que va a durar 25 o 30 años. El litio el Estado debe tener conocimiento para tomar decisiones y conocer lo que está haciendo y eso significa crear un Instituto de Litio y Salares que tenga especialistas que articule una red de universidades estatales y varios otros trabajos”.

El tercer aspecto de esta política de litio y salares es la “creación de la Empresa Nacional de Litio, una empresa controlada por el Estado que haga explotación y exploración y que participe en la cadena de valor de manufacturas de elementos de batería. Eso es quizás lo que abrocha la política de litio para una política soberana y es lo que el Presidente Boric ha reafirmado”

Gutiérrez destacó las propiedades del litio en la fabricación de vidrios, cerámicas y es un elemento para lograr la fusión nuclear. Sin embargo, dijo que su principal uso es para elaboración de baterías para almacenar energías eléctricas que son las que emplean en dispositivos electrónicos, electromovilidad y energía eléctrica, por sus características físico químicas especiales que permiten guardar mucha cantidad de energía eléctrica en una pequeña masa.

El experto indicó que las empresas privadas que hoy explotan este mineral no han llegado a ese nivel de elaboración y en esa cadena de valor es donde la Empresa Estatal debe jugar un papel.

“El litio es una posibilidad real. Hay consenso en distintos sectores del país en términos de sensibilidades políticas y visiones económicas que el litio es una posibilidad, pero es una oportunidad en la medida que nosotros entremos en la cadena de valor y eso es posible hacerlo”, dijo el experto.

Además, reiteró que es la Empresa Nacional del Litio la que debe controlar el recurso y el negocio, para entrar en la cadena de valores y esto también implica hacer asociaciones con grandes empresas privadas que conocen el mercado y conocen la electromovilidad, entre otros aspectos.
